There is no law to enforce this, however rule of thumb tends to be out of courtesy the better side faces your neighbouring houses.

Concrete spurs can be used or wrap the post in a post saver. Either option can be done at point of post installation or concrete spurs can be used at a later date if the post has started to rot.
